June 12, 2010 Board and Membership Meeting

Dear Members of the TABCCM and Black Local Elected Officials:

The next Texas Association of Black City Council Members (TABCCM) Board Meeting, Membership Meeting, and Workshop will be on Saturday, June 12, 2010, at Texas College in Tyler, Texas. We will also have a Regional Meeting for Black City Council Members in Region 15. The Regional Meeting will be hosted by the Regional Director, Freddie Taylor, Councilman, City of Sulphur Springs, Texas. Texas College is located at 2404 North Grand Ave. in Tyler, Texas.

The workshop for this meeting will be on municipal budgeting. This workshop will be designed to address the technical and policy issues of municipal budgeting in basic terms that dictate the levels of municipal expenditures. Many cities are experiencing a continued growth in demand for services and shrinking tax dollars and other income. The purpose of this workshop is to give each member a better understanding of the process and provide each elected official with the tools to make an impact in their cities’ budgeting process.

This meeting will begin TABCCM efforts to strengthen our relationship with Historical Black Colleges and Universities. Region 15 has three Historical Black Colleges: Texas College (Tyler, Texas), Jarvis Christian College (Hawkins, Texas), and Wiley College (Marshall, Texas). This meeting will give our members an opportunity to see and experience the campus of one of our Historical Black Colleges in the local area and give way to future visits to the other two colleges, which are about a thirty-minute drive from Tyler, Texas.

This is also the last scheduled meeting for the 2009-2010 fiscal year. During this meeting, we will review the 2010-2011 budgets and the TABCCM 2010-2011 membership schedule, and review and hopefully approve the plans for the 2010 T.J. Patterson Golf Tournament that will be held in October 2010.

Our meeting will focus on the following objectives:

* Building our membership base
* Training and future workshops for the TABCCM membership
* Strengthening our relationship with Historic Black Colleges and Universities (HBCU).

We are looking forward to an exciting meeting and seeing you on June 12, 2010, at Texas College in Tyler, Texas.

MISSION STATEMENT

The Texas Association of Black City Council Members, Inc. (TABCCM), is a membership organization formed to provide a forum for black local elected officials and the community. The primary purpose is to assist in the empowerment of black local elected officials and their constituencies. The association will carry out its purpose by facilitating opportunities for education, sharing ideas and knowledge, and advocating the economic betterment of the communities where its members serve.

We believe that education and sharing information will enhance the community and the membership’s overall contribution to the science and practice of public policy in their individual communities.

The Texas Association of Black City Council Members, Inc. is an affiliate of the Texas Municipal League and a 501 (c) 3 organization.
